No vendor was ever going to modernize a county this size — the economics don't work, so nobody shows up. We stopped waiting for the economics. We committed our own engineers, our own compute, and our own money to build the software first, hand it over, and argue about the invoice later.
We start where the gap is widest.
One township had no way for a resident to check what their land is zoned for without calling the office during business hours. We built the lookup, wired it to the real zoning record, and put it online. It runs today.

Every product is researched against the real organization it's for — its actual services, its actual constraints, its actual language. Not a template with a logo dropped in. When a claim can't be verified, it doesn't ship.
That discipline is the product. Anyone can generate a website now. Very few people can generate one that is true.

A three-truck contractor or a township office doesn't get billed into the ground for software that already exists. If it helps them, they can have it.

Cities, county agencies, and large local employers pay for the engineering capability itself — the part that's genuinely hard. That surplus is what makes the rest free.
